New local plan
Our new Local Plan 2019-2039
The council is updating its local plan following changes to National Planning Policy Framework (NPPF 2019), also known as the Framework. The new Local Plan will cover a 20 year period from 2019 - 39. Before it can be adopted it will need to be subject to an independent examination (which is held in public) by the Planning Inspectorate.
What is the Local Plan?
The preparation of a new Hastings Local Plan provides an opportunity to refresh the existing statutory development plan to deliver on council objectives and community priorities. It will set out the council's spatial strategy for growth and new development in Hastings. It will also include detailed development management policies setting out the form development in Hastings will need to take and any measures required to mitigate the impact of development.
Why is the Local Plan important?
The Local Plan is needed to plan for the development and infrastructure that our borough needs. The vision, objectives and approach of the plan will be informed by evidence, engagement and consultation with key stakeholders but some of the priority themes and issues that it will respond to include:
- improving public health and wellbeing,
- achieving a thriving economy and creating new job opportunities,
- addressing climate change and meeting our zero carbon ambitions,
- delivering homes that people want in well-designed neighbourhoods,
- protecting and celebrating the town's natural and historic environment.
What is the timeline?
Spring/Summer 2020: Collating evidence and starting conversations on the Local Plan.
Autumn/Winter 2020: Drafting the new Plan and addressing early feedback where possible.
January 2021: Publication and consultation on the Draft Local Plan for comment and continuing conversations on how to improve it to benefit the town.
March - July 2021: Reviewing consultation responses, more conversations to finalise policies.
August - September 2021: Publication of the final submission Local Plan to the Planning Inspectorate for an independent examination.
October 2021 - March 2022: Adoption of the new Hastings Local Plan.
