The draft Local Plan consultation update
Thank you to everyone who took the time to share their views and attend our community events. We had more than 2,300 comments from more than 540 individuals and organisations, and the council's Planning Policy team has carefully considered all of them.
Following the most recent consultation, changes have been made to the draft Plan. A number of site allocation criteria have been updated to address specific concerns raised, to land adjacent to Sandrock Park, Tilekiln Farm and other proposed sites.
Cabinet will be meeting at 6pm on Monday 7 September to discuss the draft Local Plan. Cabinet is being asked to recommend to Full Council that the Local Plan is published for the Regulation 19 consultation on legal compliance and soundness.

Draft New Local Plan Preferred Options – Regulation 18 consultation (2026)
In 2021, we asked for your views on the Draft Local Plan. Since 2021 there have been changes to national planning policy, guidance and legislation, including an increase in the Government’s housing target for Hastings. This means we need to plan for more homes. Therefore, we consulted on an updated Draft Local Plan from February to April 2026.
The comments you shared with us last time were listened to, and many of these suggestions helped us to shape the new version of the Draft Local Plan, alongside more background information and evidence gathered since 2021.
The Local Plan is more than just planning for new homes, we must also plan for jobs and infrastructure, the natural and historic environment, sport and recreation, how we travel around the town and reduce our impact on the climate.
