Neighbourhood planning
West St Leonards consultation
Earlier this year we carried out a consultation on the applications for a Neighbourhood Forum and Neighbourhood Area for the West St Leonards ward and parts of the adjoining Maze Hill and Central St Leonards wards. The forum and plan area were then designated in April 2023.
Due to the comments received on this consultation, the forum has decided to expand the Neighbourhood Area to include additional parts of Maze Hill ward (including Collinswood Drive). To do this, they need to reapply for both the forum and area.
Have your say on these changes by 12 noon on Friday 5 January 2024.

Neighbourhood Planning guidance notes
We have produced the following guidance notes to help explain how the community can get involved in the neighbourhood planning process, as well as procedures for developing a Neighbourhood Forum:
Neighbourhood Planning web links
In addition to the guidance notes, there are several other places where you can find out information about neighbourhood planning:
- Locality
- Department for Communities and Local Government
- Government Plain English Guide to the stages in a Neighbourhood Development Plan or Order
- Planning Advisory Service
- Planning Portal
- Planning Aid
- My Community Rights
It is important that you talk to us if you are thinking of developing a Neighbourhood Plan, as this will form a legal part of planning policy and requires formal processes to be undertaken. Contact Planning Policy on 01424 451098 or email fplanning@hastings.gov.uk.
How to apply
Once you have looked at our guidance and other websites listed above and let the Planning Policy team know about your intentions, you will need to apply to formally designate your Neighbourhood Forum and/or Neighbourhood Area using the forms below.
