    We are reviewing the Dog Control Public Space Protection Order (PSPO) in line with requirements in the government's guidelines. 

    PSPOs are used to ensure public spaces can be enjoyed free from anti-social behaviour. They are not about stopping the responsible use of public spaces - but they do provide councils with a tool to tackle persistent issues that are damaging communities. We know most dog owners act responsibly, keeping their dogs under control and clearing up their dog’s waste. However, the council does receive complaints about dog-related bad behaviour and irresponsible dog owners.  

    In response to this, we introduced a dog PSPO for dog fouling, exclusion and dog control on 7 November 2023 to be in place for three years. It was varied in 2025 to make changes to the dog exclusion areas on the beaches.  

    The Dog Control PSPO makes it an offence if dog owners do not remove their dog's faeces; has dog exclusions areas like playparks; has rules around when dogs need to be on leads in our playparks and open spaces; and when they can go on the beaches.

    Proposed changes to the Dog Control PSPO

    The council is suggesting that the Dog Control PSPO is renewed for another three years and we are proposing a couple of changes.

    We are proposing to add that it will be a condition of the PSPO that:

    Any person in control of a dog shall, at all times, have with them a suitable receptacle or other means for the purpose of removing dog faeces, unless they can demonstrate a reasonable excuse for not doing so. Failing to produce a receptacle when requested by an authorised officer will also be an offence.

    We are also proposing to amend the rule about dogs in the Hastings Castle Site. Currently no dogs are allowed at all on the site but Troika Projects, the local consortium that has been appointed to run and redevelop parts of the Hastings Castle and West Hill Site has asked if dogs could be allowed on to the Castle site if on a lead at all times.

    Troika have said: "By permitting well-behaved dogs on leads, the castle could attract a wider range of visitors, increase visitor numbers, and encourage longer stays. Responsible dog owners are generally respectful of historic sites and, with dogs kept under control, any potential risks to the property, wildlife, or other visitors can be minimised through management. Adopting a dog-friendly policy would also enhance the castle’s reputation as an inclusive and welcoming destination while enabling more people to enjoy its heritage and surroundings without having to make separate arrangements for their pets."
