Hastings Borough Council has funding from the government’s Safer Streets Fund available to use for graffiti prevention and improve the safety of public spaces for all. The council is using this money to introduce public space CCTV along Bottle Alley.
The aim is to improve feelings of safety for users of Bottle Alley, security and to assist in deterring graffiti along the Alley.
The proposed system is for 20 static cameras that provide coverage of the various entrances and exits.
The CCTV system aims to:
• deter and assist in the detection of crime and anti-social behaviour
• reduce the fear of crime and anti-social behaviour
• deter and assist in the detection of instances of graffiti
• provide evidence to support criminal investigations
• improve the safety and security of visitors to the area, especially women and girls. The cameras will provide high quality day and night images. Signage will be displayed in the Alley advising that there is CCTV in operation. In normal circumstances, images captured by this system will not be kept for more than 30 days. On occasions there may be a need to keep images and footage for longer, for example where a crime is being investigated or when it may become relevant to an investigation. In these cases, images will be kept for a long as necessary (for example until any criminal proceedings regarding an incident have ended).
Privacy
The system will only be accessed by authorised operational staff of Sussex Police and Hastings Borough Council. There will be no facial recognition software used in this CCTV system and no audio recording.
The system will comply with the 12 principles listed in the surveillance camera code of practice issued by the Home Office.
Map of Bottle Alley CCTV locations
20 cameras will be in place covering the main entrances between the Pier and Warrior Square. This number of cameras is needed because of the number of entrances and exits.
