Fixed Penalty Notices
Hastings Borough Council issue Fixed Penalty Notices (FPNs) to those caught committing environmental crimes in the borough.
Environmental crimes include the of dropping litter such as chewing gum, cigarette butts and fast food and other forms of litter such as wrapping. It also includes failing to pick up after your dog or not disposing of the dog litter in the correct way.
The FPNs we issue for those caught dropping litter are £80. The FPNs we issue for those not picking up after their dog are £100. There is no reduction for early payment.
Fixed Penalty Notices can be issued by council enforcement officers (wardens).

What to do if you are issued with a Fixed Penalty Notice
If you are issued with a Fixed Penalty Notice you need to pay it. Fixed Penalty Notices must be paid within 14 days of their issue to you.
Paying an Fixed Penalty Notice
4 digit FPNs are issued by Hastings Borough Council Enforcement Officers (wardens) and can be either paid online using our pay a fixed penalty notice (FPN) form (Credit/Debit Card only) or in person at the Community Contact Centre (Credit/Debit Card only).
If you don't have internet access, you can use the self-serve computers, which are available for use at the Community Contact Centre.
Appealing a Fixed Penalty Notice
You cannot appeal a Fixed Penalty Notice.
