The purposes of the processing
Since October 2021 the UK Government has been making funds available to the County Councils and Unitary Authorities in England to support those most in need with the rising cost of living via the Household Support Fund. East Sussex County Council has been allocating Hastings Borough Council shares of the funding they receive to distribute locally to support households most in need with the rising cost of food, energy, and water bills.
To consider applications to the household support fund, and before any payment can be made to a household, we need to process your personal data to assess whether you are eligible to receive financial support.
We will carry out checks against our Revenues and Benefits system for verification purposes and to establish eligibility.
We may also carry out checks with the Department for Work and Pensions (DWP) for verification purposes and to establish eligibility.
We may request to see Utility Bills to confirm residency, the amount of arrears and/or liability for the payment.
We may request to see bank statements to confirm residency and also that the bank account details submitted during the application process belong to you.
We may request to see other financial documents such as proof of income and capital to establish your eligibility to the fund.
We will collect information about children and other adults in the household to determine the level of award that should be made. Also, to comply with management information that has been requested and is collected by the Department for Work and Pensions.
We will collect information about household members entitlement to disability benefits to comply with management information that has been requested and is collected by the Department for Work and Pensions.
We will collect information about pensioner household members to comply with management information that has been requested and is collected by the Department for Work and Pensions.
Information relating to your application may be sent to East Sussex County Council and DWP to allow us to carry out anti-fraud checks as well as to determine how well the scheme is performing.
We may also disclose information to third parties where it is necessary, either to comply with a legal obligation, or where permitted under data protection laws.
We will not share this data with other organisations or individuals outside of Hastings Borough Council for any other purpose.

Where you have consented, we may share your personal data with the Department of Work and Pensions, The Department for Levelling Up, Housing and Communities, or a company working on their behalf, to provide feedback on how this fund has helped you.
