    The new Cabinet at Hastings Borough Council will meet on Monday 8 June for the first time. 

    The meeting will cover the regular finance update covering the end of the 2025-26 financial year; the treasury management strategy and capital strategy 2026/27; an update to the housing enforcement policy and civil penalties policy; Cabinet Appointments to Committees, working groups and partnerships; and the extension to the public convenience cleaning contract.  

    The finance update includes continued pressures on the housing budget but several areas of the council where there have been underspends. The treasury management strategy and capital strategy details how the council will manage its investments, cash flow and borrowing activities for the 2026-27 financial year. 

    The Renters’ Rights Act, which was introduced on 27 October 2025, requires councils to have policies setting out how we will be applying the new legislation. The housing enforcement policy and civil penalties policy gives this information. 

    Cabinet has to agree the make-up of several committees and working groups, each of the political groups within the council has been asked for nominations for these, which will be discussed and agreed at the meeting. 

    The current contract for the public convenience cleaning runs until 31 March 2027 and allows for a two-year extension to 2029. This would allow the contract to be re-contracted following local government reorganisation when Hastings will be part of a larger organisation. 

    Cllr Glenn Haffenden, leader of the council, said: “This will be the first meeting of our new cabinet, we have several important papers to discuss and agree including an updated financial position, a new housing policy and cleaning contract that will take us until after the planned local government reorganisation.”
