Public litter bins – current provision and changes

Responded Tue 01 September 2026This request forms part of a comparative study of English local authorities and is being sent in identical form to relevant authorities.
Please treat this as a request for recorded information under the Freedom of Information Act 2000 and/or the Environmental Information Regulations 2004, as appropriate.
I am seeking information already held in your systems and am not asking the authority to undertake a manual audit.
Please provide:
1. The current number of public litter bins or combined litter/recycling bins for which the authority is responsible.
Where your records permit, please split this between:
- streets/highways and other public realm;
- parks/open spaces;
- council housing estates; and
- other locations.
Please exclude household or communal residential refuse/recycling containers.
2. Your current electronic asset list/register for these bins, containing the following existing fields where held:
- asset ID;
- location, coordinates and/or postcode;
- location/category type;
- bin type and/or capacity;
- planned emptying/service frequency; and
- installation date.
I am requesting an export of existing recorded fields only. Please do not undertake a manual exercise to complete fields which are not already recorded.
3. For each of:
- 2024/25;
- 2025/26; and
- 2026/27 to the date of this request,
the number of public litter bins:
- newly installed; and
- permanently removed,
where these totals can be obtained from an existing asset-management record or report.
If installation/removal dates are already contained in the asset data supplied under question 2, that data is sufficient and no separate calculation is required.
Please provide spreadsheet data as CSV or XLSX where reasonably practicable.
If a requested field is not recorded, please state that it is not held rather than manually reviewing individual records.
If information is already publicly available, please provide the direct link to the relevant dataset or document.
Where information is held in a system operated by a contractor on the authority's behalf, please include it where it is available to the authority.
If one element of this request would exceed the applicable cost or burden threshold, please identify that element and provide the remaining information where possible, together with advice on how the problematic element could be narrowed.
Response
I enclose an Excel workbook covering the information requested and a summary of the main points below.
1. The current number of public litter bins or combined litter/recycling bins for which the authority is responsible = 805
Where your records permit, please split this between:
- streets/highways and other public realms = 678
- parks/open spaces = 127
- council housing estates = There is no specific separation for social housing estates
- other locations = N/A
Please exclude household or communal residential refuse/recycling containers.
2. Your current electronic asset list/register for these bins, containing the following existing fields where held = Please see details in the attached spreadsheet
- asset ID;
- location, coordinates and/or postcode;
- location/category type;
- bin type and/or capacity;
- planned emptying/service frequency; and
- installation date.

In the spreadsheet we have provided the two main spreadsheets which are held.
The spreadsheet in the first tab shows the general litter, dog waste only, park, recycling and OSCORs together with their co-ordinates and locations. The OSCORs shown are those that are not exclusively communal and are either 240 L or 1280 L bins.
The third tab has the other spreadsheet which contains more detailed information but does not include the majority of the OSCORs.
There is a map of the litter bins on the Hastings Borough Council website but is only available by logging to My Hastings at Street litter bins in Hastings.
There have been few permanent removals of bins in the last two years and the majority of bins have been in place since 2014.
