I am writing to you under the aegis of the Freedom of Information Act (FOIA) to get full information about Hastings Council's landlord HMO licensing proposals that were rejected by the Housing Secretary.

The council intended to implement landlord HMO licensing but those were rejected by the Housing Secretary. I need full details on:

a. The basis on which council proposed licensing.

b. Details of the challenge to the council's proposals.

c. Things the Housing Secretary considered and full details/basis of refusing the application.

Could you provide relevant documents related to the above in the form of hard copies and via email please?

Following clarification, the information requested is in relation to the Selective Licensing Scheme and not HMO Licensing.
