Submission Deadline: 26 April 20261. Introduction
Hastings Borough Council is seeking an artist or artist led team to design and paint an outdoor mural on the Indoor Bowls Club at White Rock Gardens. The mural should brighten the site, reflect the spirit of the club and White Rock Gardens, and create a welcoming eye-catching feature for members and visitors.
2. Project Background
The Falaise Indoor Bowls club is a long- established community venue used by players, spectators and local residents. The selected sea-facing wall overlooks the greens in front of the club and is visible from various parts of White Rock Gardens and the footpaths. It is the wall closest to the convent site, next to the entrance of the Indoor Bowls Club (please see photo below). The mural should be designed for outdoor conditions and complement the character of the club and the grounds that it sits within.

3. Scope of Work
3.1 Design
The mural should:
- Reflect the cultural identity and creativity of Hastings
- Be visually engaging and suitable for all ages
- Work well in outdoor light and weather conditions.
3.2 Technical Requirements
The artwork must:
- Use durable, weather-resistant materials
- Be safe, durable, and low maintenance
- Remain in good condition for several years
- Allow for routine cleaning and maintenance by council teams.
3.3 Installation
The artist/team will:
- Prepare the wall surfaces
- Complete the mural to a high professional standard
- Coordinate access and scheduling with the council and Bowls Club.
4. Budget
The total available budget is £5,000, which must cover:
- Artist fees
- Materials and equipment
- Installation
- Assistants (if needed)
- Travel and accommodation (if applicable)
- Insurance
- Contingency.
5. Eligibility
Open to:
- Professional artists
- Artist collectives
- Designers with mural or public art experience
Applicants should demonstrate experience with outdoor or large scale artwork.
6. Selection Criteria
Applications will be judged on five criteria, with the following weighting:
Artistic quality & originality: 30%
Suitability for the site: 25%
Durability & technical feasibility: 20%
Value for money: 15%
Community benefit: 10%
7. Submission Requirements
Applicants must submit a PDF containing:
- Artist Statement (max 500 words)
- Concept Proposal with sketches or visualisations
- Description of materials and installation plan
- Budget Breakdown
- Timeline for delivery
- Portfolio (up to five relevant works)
- Two references.
PDF submissions should be emailed to strategicprojects@hastings.gov.uk. Please note there is a 30MB file size limit so please ensure PDFs are smaller than this - multiple PDFs can be sent on separate emails if required.
