Hastings’ response to the National Planning Policy Framework 2025

Hastings Borough Council has submitted its response to the government’s consultation on the draft National Planning Policy Framework (NPPF) 2025.
The council’s feedback sets out a clear commitment to protecting the borough’s interests while supporting policy that enables sustainable and appropriate growth.
The response also highlights the unique challenges Hastings faces as a constrained coastal authority. It emphasises the need for national policy that recognises issues such as land instability, flood risk, infrastructure capacity, sensitivity around heritage assets, and viability limitations that shape development in the town.
The council also raised concerns about proposals in the draft NPPF that could undermine these considerations, including unrealistic assumptions about site viability, weakened heritage protections, and the potential displacement of unmet housing need into already constrained areas.
At the same time, the council strongly welcomed reforms that help safeguard our coastline, strengthen flood risk policy, promote high-quality design, support watercourse restoration and improve the management of coastal change.
Policies that reinforce community infrastructure, affordable housing delivery and sustainable transport were also supported.
Cllr Mark Etherington, lead councillor for planning and climate adaptation, said: “We have submitted a detailed and robust response to the consultation. We are keen to be involved in shaping national policy so that it reflects the realities on the ground. It is important that future planning decisions continue to protect our communities, our heritage and our natural environment, while enabling the right development in the right places.
“We have also called for clearer national guidance and proper resourcing so local authorities can implement new technical requirements effectively.”
The government consultation on the draft NPPF closed earlier in March, with responses now being considered ahead of a final updated framework.
