Planning applications to fell TPO protected trees

Responded Fri 06 February 2026Following the recent amendment to the HBC constitution that allows planning applications for felling TPO protected trees in conservation areas to be considered by the Planning Committee if they attract 5 or more objections:
I assume that prior to making this amendment HBC fully considered their options and are aware of the volumes of applications made for works on TPO protected trees.
Please supply under EIR the following information for each year 2020 to 2025:
1. The total number of planning applications submitted for works on TPO protected trees.
2. The total number of planning applications submitted for works on TPO protected trees which attracted 5 or more public objections.
3. The number of TPO planning applications for felling submitted for works on TPO protected trees
4. The number of TPO planning applications for felling in a conservation area submitted for works on TPO protected trees
The online IDOX planning system does not allow searching on these criteria and therefore cannot be used by the public to establish this information.
In addition please provide all documents held (in any form) by HBC concerning this change to the constitution. This should include reports to WAG, WAG minutes and any other information used to determine the changes to policy.

Our planning department have confirmed that information relating to felled trees and tree Preservation orders can be found on the planning portal by entering the title in the subject matter: https://www.hastings.gov.uk/planning/
Hastings Borough Council does not hold information regarding the total amounts.
