- Copies of all Ownership Certificates (A/B/C/D) and Article 13 notices served for HS/DS/24/00612, HS/FA/21/00396 and HS/DS/17/00194, with dates and recipient details.
- Any legal advice or officer notes concerning certificate accuracy.
- Land status / public dedication
- Documents confirming whether the land was dedicated or secured for public use (e.g., Inspector’s decision, conditions, legal agreements, covenants).
- Any Section 106, Section 52/33 or covenant affecting public access/open space status.
- TPO & tree works
- The TPO schedule and plan(s) covering the site and any subsequent consents, exemptions, or enforcement since 2017.
- Records of complaints, inspections, or investigations into timber/log sales or tree works at or near the compound.

- A list of all site visits (dates, attendees, purpose, outcomes) by HBC or East Sussex officers/contractors since 2017, including any photographs, notes, and case closure reports.

- Planning decision integrity
- Internal case officer reports, validation checklists, and legal sign-offs for the above applications, particularly regarding ownership and right to apply.
- Any complaints or whistle-blower reports related to this site and how they were handled.
- Land Registry communication
- Copies of correspondence between HBC and HM Land Registry (Coventry Office) regarding Title ESX268862, including references 240401-3192352 and J217RJT.
- Environment & Social Care correspondence
- Internal and external correspondence about the Victoria Avenue and Church Street issues referred to in my emails, including reasons for no reply and any triage/forwarding records.

NOTICE OF REFUSAL
Under Environmental Information Regulations the information you have requested in relation to ENF/25/00060 is being refused under Exception 12(5)(b) ‘The course of justice and inquiries’. The course of justice has a wide meaning which includes material covered by Law enforcement, investigations and
proceedings.
This exception are subject to a Public Interest Test. This means that a public authority can refuse to disclose information under these exceptions if in all the circumstances of the case the public interest in maintaining the exception outweighs the public interest in disclosing the information.
