ECO4 Energy Efficiency Grant Uptake and Savings

I am writing to request information under the Freedom of Information Act 2000 regarding the uptake of the ECO4 (Energy Company Obligation, Phase 4) scheme within your council area.

Specifically, I would like to request the following information for the most recent full financial year (and, if available, for previous years since the start of ECO4 in 2022):

1. ECO4 Grants Uptake

a. The total number of households within your local authority that have received upgrades under the ECO4 scheme.

b. The breakdown of these households by property type (for example, detached, semi-detached, terraced, flat) and tenure (owner-occupied, private rented, social housing).

c. The total amount of ECO4 funding distributed within your local authority area.

2. Types of Energy Efficiency Measures Installed

a. A list and count of the types of measures installed (for example, insulation, boiler replacement, heat pumps, solar panels, and so on).

3. Potential or Estimated Annual Energy Savings

a. Any available data or estimates on average or total annual energy bill savings per household or for the local authority area, resulting from ECO4-funded improvements.

4. Application and Eligibility Data

a. The number of ECO4 applications received, approved, and rejected within your local authority area.

b. If available, reasons for common application rejections.

If possible, please provide this data in a CSV or Excel format.

Response

Hastings Borough Council, which administers ECO4 Flex on behalf of all local authorities in East Sussex, does not collect any data for ECO4 measures outside of limited information collected on the Flexible Eligibility element of ECO4, which comprises only a small percentage of measures delivered across the county.

However, Ofgem does collect this data, and it can be requested through their Information Rights team at:

information.rights@ofgem.gov.uk

The only information we collect in relation to this request, and thus that we can provide relates to the number of declarations issued for ECO4 Flex, and the tenure of households this relates to, which is attached.
