PCNs issued for incorrect RingGo location code

Responded Thu 16 October 2025Under the Freedom of Information Act 2000, I request the following information for the 12-month period up to 30/09/2025:
1. The number of PCNs issued in Hastings Borough Council car parks where the reason was that the driver had paid via RingGo but selected the wrong location code.
2. A breakdown of how many of those PCNs were:
a. Cancelled at informal stage.
b. Cancelled after formal representations.
c. Cancelled at appeal/tribunal.
d. Upheld.
Whether the council has received any formal complaints from motorists regarding confusion between Priory Street Multi-Storey (17161) and Priory Road On-Street (17028).
Response
1. Hastings Borough Council only enforces off-street parking (car parks). East Sussex County Council enforces on-street parking, please visit their website for further information:

At the time of issuing a Penalty Charge Notice (PCN), the Civil Enforcement Officer (CEO) would not know that the customer had chosen the incorrect RingGo location code. This would be the subject of a challenge or appeal.
2. We only hold this information on each of the case records. There were 5918 PCNs issued between 01/10/2024 and 30/092025.
It will take 5 minutes to go through each PCN record to see if they were challenged, or had submitted a formal representation/appeal and that selecting the incorrect RingGo code had been mentioned as part of the challenge or appeal, and if the challenge/representation/appeal had been successful and the PCN was cancelled.
NOTICE OF REFUSAL
The information requested in respect of question 2 would require us to manually check each customer records, this would far exceed the time limit set out by the Information Commissioner. S12 of the Freedom of information Act 2000 provides an exemption from the obligation to comply with a request for information if the estimated costs of complying with that request would exceed the prescribed appropriate limit.
We estimate that the costs of complying with your request would exceed the appropriate limit by a significant amount.
For this reason we feel unable to comply with this part of your request.
3. We have not received any formal complaints where the subject of the complaint was the confusion of the Priory Street Multi-Storey (17161) and Priory Road On-Street (17028) locations.
