PCNs Issued with Zero Minutes Observation Time

I am writing under the Freedom of Information Act 2000 to request the following information regarding Penalty Charge Notices (PCNs) issued by Civil Enforcement Officers (CEOs) in your borough:

Over the past two years (from June 2023 to June 2025), how many PCNs have been issued by CEOs where the observation time recorded was zero minutes (that is, where the start and end of observation are recorded as the same time)?

Please break this data down by contravention code and by month/year, if available.

If available, please provide a copy of the council’s policy or internal guidance regarding observation periods, particularly for contravention code 11 - 'Parked without payment of the parking charge'.

The following contraventions are for Penalty Charge Notices (PCNs) issued for off-street car parks only. East Sussex County Council (ESCC) enforces on-street parking, please visit their website for further information:

The figures provided are minus spoils, voids, test tickets and warning notices.

01/06/23 to 31/05/24

Contravention 71 Parked in an electric vehicles' charging place during restricted hours without charging: 45 PCNs issued

Contravention 80 Parked for longer than permitted: 5 PCNs issued

Contravention 82 Parked after the expiry of paid for time: 700 PCNs issued

Contravention 86 Not parked correctly within the markings of a bay or space: 94 PCNs issued

Contravention 87 Parked in a designated disabled person's parking place without displaying a valid disabled person's badge in the prescribed manner: 92 PCNs issued

Contravention 91 Parked in a car park or area not designated for that class of vehicle: 10 PCNs issued

Contravention 95 Parked in a parking place for a purpose other than that designated: 69 PCNs issued

01/06/24 to 31/05/25

Contravention 71 Parked in an electric vehicles' charging place during restricted hours without charging: 57 PCNs issued

Contravention 80 Parked for longer than permitted: 1 PCN issued

Contravention 82 Parked after the expiry of paid for time: 679 PCNs issued

Contravention 86 Not parked correctly within the markings of a bay or space: 88 PCNs issued

Contravention 87 Parked in a designated disabled person's parking place without displaying a valid disabled person's badge in the prescribed manner: 121 PCNs issued

Contravention 91 Parked in a car park or area not designated for that class of vehicle: 35 PCNs issued

Contravention 95 Parked in a parking place for a purpose other than that designated: 77 PCNs issued

We do not hold data for Contravention 11 – parked without payment of the parking charge. This is a on-street contravention which would be enforced by ESCC.
