Lease of Old Bathing Pool

What is the 250 year lease and design brief between HBC and the developers of the Old Bathing Pool that allows for developing the site with no public space and nothing that could work as a destination?

Why are neither the developers nor HBC working with the West St Leonards community to design the site as promised to the town by HBC in 2021?

The lease is currently in the process of being registered with the Land Registry. Once it is registered it will be in the public domain. Why is the lease not made public immediately?
