1. How many of your social housing units are accessible and adaptable dwellings M4(2) or wheelchair user dwellings M4(3) as of May 2025?
2. How many people are on your waiting list for an accessible and adaptable dwelling M4(2) or a wheelchair user dwelling M4(3)?
3. How many of the accessible housing units mentioned above are occupied by people who are not registered as having some form of disability or accessibility needs?
Response
Please accept my apologies for the delay in responding.
1. Hastings Borough Council completed a large scale voluntary transfer of its housing stock in 1996 and subsequently only has a relatively small residential portfolio which is used for temporary accommodation. Through our current housing acquisition programmes, we have refurbished and adapted two properties for wheelchair users. These properties include ramps, wet rooms and other adaptations however as they are not new-builds they are unlikely to conform to all M4(3) standards.
2.
Mobility Level 1 = 24
Mobility Level 2 = 30
Mobility Level 3 = 323
Mobility Level: Where a property is advertised for applicants with restricted mobility, that is, Mobility Level 1, 2 or 3, priority will be given to applicants who require this type of property.
• Mobility Level 1 – Typically suitable for a person who uses a wheelchair full time, indoors and outdoors. The property will provide full wheelchair access throughout.
• Mobility Level 2 – Typically suitable to a person with restricted walking ability and for those that may need to use a wheelchair for some of the time. The property will have internal and external level or ramped access, but some parts of the property may not be fully wheelchair accessible.
• Mobility Level 3 – Typically suitable for a person able to manage two or three steps, but unable to manage steep gradients. The property may have adaptations to assist people with limited mobility.
3. Both units referenced in Q1 are occupied by people who are registered as having some form of disability or accessibility needs.
