Responded Wed 13 April 20221. How many complaints to your council have you received for the years 2019, 2020 and 2021 regarding dog waste on public land (Please provide a breakdown of figures for each year)?
2. How many prosecutions has the council issued to members of the public whose dogs have been caught fowling on public land between 2019, 2020 and 2021 (Please provide a breakdown of figures for each year)?
3. Do you provide free dog poo bags to council tax payers (and if you previously did, when did you stop providing them free of charge)?
4. How many council employees are authorised to issue fixed penalty notices with regard to The Dog fouling act?

2019 - 4 Fixed Penalty Notices issued
2020 - 3 Fixed Penalty Notices issued
2021 - Nil Notices issued.
The FPNs were issued under the Public Space Protection Order (No .1). which lapsed on 12 June 2020. It lapsed because of the pandemic and the different work we were doing at that time.
The dog fouling act mentioned here has also been repealed. In 2005 The Clean Neighbourhoods Act was enacted which included Dog Control Orders. Dog Control Orders were repealed and replaced with the Public Space Protection Orders in 2017.
3. Hastings Borough Council stopped supplying free dog bags in 2018.
4. None, as we have no orders (PSPO) in place to enforce this.
