If so, please confirm the amount/percentage of that minimum payment

Response
No, Hastings Borough Council do not have a minimum payment of Council Tax to those in receipt of Council Tax Reduction. Any customer that is eligible for 100% Council Tax Reduction will receive it.
Hastings Borough Council is a Labour led Council.
