      Litter Fines

      1) I would like to be told the number of Fixed Penalty Notices issued by the council for littering for the following years:
      :: 2014/15
      :: 2015/16
      :: 2016/17
      :: 2017/18
      :: 2018/19 - to the most recent available figures. 

       

      2) What was the revenue to the council from the issuing of FPNs for littering for the following years:
      :: 2014/15
      :: 2015/16
      :: 2016/17
      :: 2017/18
      :: 2018/19 - to the most recent available figures.     

       

      3) Could you please specify what the council consider 'littering'? Ie are there separate penalties for dog mess or cigarette butts or do these all come under 'littering'? If there is a breakdown of what constitutes 'littering' please provide it.

      4) How much is the fine of Fixed Penalty Notices you issue? 

      5) Who patrols areas and issues FPN's for littering on behalf of the council? Are officers directly employed by the council or is monitoring litter subcontracted to a private company? If so, which one? 

       

      6) What was the revenue to a private company, if any, for issuing FPNs for littering on behalf of the council for the following years:

      Please accept my apologies for the delay in responding, we have installed a new Freedom of Information system and have experienced a few problems.
      1.
      2014 – 2015 = 61
      2015 – 2016 = 47
      2016 – 2017 = 54
      2017 – 2018 = 2192
      2018 – current = 34
      2. 
      2014 - 2015 = £7,470
      2015 - 2016 = £6,930
      2016 - 2017 -= £5,797
      2017 - 2018 = £122,965,
      2018 - 2019 (Full Year) = £25,755
      3. Penalty for littering and Penalty for dog fouling. Littering is not defined, but includes cans, bottles, confectionary wrappers, food and drink containers, chewing gum, plastic bags, till receipts, left over food, cigarette and cigar ends and flyers.
      4. £80 for littering. £100 for dog fouling.
      5. Officers directly employed by the council. Kingdom were contracted on a pilot basis to enforce littering offences by way of issuing Fixed Penalty Notices from 5 July 2017 for 12 months.
