Public toilet provision

Responded Thu 27 August 2026Under the Freedom of Information Act 2000, I am requesting information relating to public toilet provision within your local authority area.
Please provide:
- The total number of council-owned or council-maintained public toilet facilities in your area as of:
- 1 January 2010 (or the closest available date)
- 1 January 2015 (or the closest available date)
- 1 January 2020 (or the closest available date)
- 1 January 2025 (or the closest available date)
- The most recent date for which figures are available
- For each facility that has permanently closed since 1 January 2010:
- Name and location of the facility
- Date of closure
- Reason for closure
- For each public toilet facility opened since 1 January 2010:
- Name and location
- Date opened
- Please state:
- The council's annual expenditure on public toilet provision for each financial year from 2010/11 to the latest available year.
- Any annual income generated from public toilet provision during the same period (for example, user charges).
- If responsibility for any public toilets has been transferred to a town or parish council or any other organisation since 2010, please provide:
- The name and location of the facility
- The date of transfer
- The organisation to which responsibility was transferred
- If the council currently operates or supports a Community Toilet Scheme, please provide:
- The number of participating venues
- The annual cost of the scheme for the most recent financial year.
Response
With regard to your questions, I can provide the following information:
- The total number of council-owned or council-maintained public toilet facilities in your area as of:
- 1 January 2010 (or the closest available date)
- 1 January 2015 (or the closest available date)
- 1 January 2020 (or the closest available date)
- 1 January 2025 (or the closest available date)
- The most recent date for which figures are available
- The earliest and latest data I have been able to trace is that there were 18 public conveniences in 2016 and in 2026 there were also 18 (of which one is currently closed due to vandalism). From the data it appears that the same public conveniences were recorded in both years and these are shown at A list of public toilets available in Hastings.
- The 18th public convenience is those at Priory Meadow shopping centre, which was opened in 1997.
- For each facility that has permanently closed since 1 January 2010:
- Name and location of the facility
- Date of closure
- Reason for closure
- There have been two toilets permanently closed that we have data for and these were both closed during 2016:
- Cross Street was closed due to antisocial behaviour, as recommended by the police
- Harold Place was closed due to the cost of building repairs
- For each public toilet facility opened since 1 January 2010:
- Name and location
- Date opened
- There have been no toilets opened since 2016 and I have unable to trace any data prior to this..
- Please state:
- The council's annual expenditure on public toilet provision for each financial year from 2010/11 to the latest available year.
- Any annual income generated from public toilet provision during the same period (for example, user charges).
- Details of Hastings Borough Councils annual expenditure on public toilet provision are included in the Council’s Budget and Statement of Accounts. The Budgets and Finance | Hastings Borough Council page includes links to all of these statements.
- Hastings Borough Council does not charge for public conveniences.
- If responsibility for any public toilets has been transferred to a town or parish council or any other organisation since 2010, please provide:
- The name and location of the facility
- The date of transfer
- The organisation to which responsibility was transferred
- There has been no transfer of public toilets to or from Hastings Borough Council during this period.
- If the council currently operates or supports a Community Toilet Scheme, please provide:
- The number of participating venues
- The annual cost of the scheme for the most recent financial year.
- Hastings Borough Council does not have Community Toilet Scheme in place.
- The total number of council-owned or council-maintained public toilet facilities in your area as of:
