Fly-tipping and its cost to the council

Response
The details listed below are those reported to the Department for Environment, Food & Rural Affairs (Defra) through the WasteDataFlow system. These details can be accessed online at WasteDataFlow Waste Management (https://www.wastedataflow.org/) where you can register to access published data. Data can also be accessed at Gov.UK Fly-tipping statistics for England - GOV.UK (https://www.gov.uk/government/statistics/fly-tipping-statistics-for-england).
I enclose a spreadsheet relating to the figures for Hastings Borough Council.
Reports received will not all be actual fly tips, such as community litter pick volunteers leaving bags, where it is a collection day, or items left out generally for private collection. Hastings Borough Council exclude these from the reports sent to Defra.
All were removed within the agreed timescales. The times scales are the same as previous years and within the national code of practice, being the maximum time of 14 days, whereas we try and remove items within 48 hours. Whilst all reports are investigated, any enforcement is based on evidence, witness details and resources. Then based on legalities and solid evidence, fines or further court action can be taken.

1. How many fly-tipping incidents were recorded by the council in the following financial years:
- 2022/23 – 1,555
- 2023/24 – 1,541
- 2024/25 – 1,529
2. What was the total cost to the authority of clearing fly-tipped waste in each of those years? -
- 2022/23 – £76,758
- 2023/24 – £65,277
- 2024/25 – £71,425
- These figures are based on the cost per item provided by Defra and are shown in the attached spreadsheet.
3. How many fixed penalty notices (FPNs) or prosecutions for fly-tipping were issued in each of those years?
- 2022/23 – 2
- 2023/24 – 19
- 2024/25 – 28
4. What are the main locations or hotspots for fly-tipping in the council area?
- The map attached below shows the current position on the Hastings Borough Council website and the hotspots are indicated by values. Although this is the current position it does align with previous records.
5. How many incidents were reported on:
- Public land
- Private land, and
- what proportion of incidents were cleared by the authority?
- Incidents of fly tipping on private land are the responsibility of the landowner. All reports relate to fly tipping on public land. These are all cleared withing the statutory time frame.
