Responded Wed 06 May 2026Please could you provide the following information:
- The number of Fixed Penalty Notices (FPNs) issued by Hastings Borough Council for cycling offences in Alexandra Park which is in Hastings. Please can I have data for each of the past five calendar years (including 2026 to date).
- If available, a breakdown of these FPNs by:
- Year
- Type of offence (e.g. breach of park byelaws, cycling in prohibited areas)
- The current penalty amount for such offences.
- Whether enforcement is carried out directly by council officers or contracted to a third party.
If it is not possible to isolate data specifically for Alexandra Park, please provide the closest available data (for example, FPNs issued for cycling offences across all council-managed parks).

Q1 - There is no Fixed Penalty Notice offence for cycling offences in Alexandra Park. There is a byelaw which prohibits cycling but byelaws do not allow for Fixed Penalty Notices to be issued. If offences are dealt with they need they can only done so by way of prosecution under the bye law in a magistrates court.
