      Parking fines

      I am writing to you under the Freedom of Information Act 2000 to request the following information from Hastings Council. Please may you provide me with:

       

      • The total number of parking fines and bus lane fines issued within your council in 2024 and 2025 to date
      • How much money from parking fines and bus lane fines has been paid to your council in 2024 and 2025 to date
      • How many people who have been issued a parking or bus lane fine in your council in 2024 and 2025 to date have appealed, and how many of these appeals have been successful

       

      Please provide the information in the form of an Excel document.

      1. The following is for PCNs (Penalty Charge Notices) issued for off street (car parks) only.

      East Sussex County Council enforce on-street parking, please visit their website for further information: www.eastsussex.gov.uk

      The figures provided are minus spoils, voids, test tickets and warning notices.

      Hastings Borough Council do not issue PCNs for bus lane contraventions.

      April 2024 to March 2025: PCNs issued 5632

      April 2025 to September 2025: PCN issued 3362

      3. We only hold this information on each of the case records. It will take 5 minutes to go through each PCN record to see if they were challenged, or had submitted a formal representation/appeal and if the challenge/representation/appeal had been successful therefore this request for information is being refused under Section 12 of the Freedom of Information Act.

      NOTICE OF REFUSAL

       

      The information requested in respect of No 3 would require us to manually check each customer records, this would far exceed the time limit set out by the Information Commissioner therefore under S12 of the Freedom of information Act 2000 provides an exemption from the obligation to comply with a request for information if the estimated costs of complying with that request would exceed the prescribed appropriate limit.

       

      We estimate that the costs of complying with your request would exceed the appropriate limit by a significant amount.

       

      For this reason we feel unable to comply with this part of your request.
