This is an information request relating to complaints received about second homes.

Please include the following information for the financial years, 2023/24 and 2024/25, and 2025/26 to date:

1. The number of complaints received by the council relating to second homes.

2. If recorded, a breakdown or summary of the types of issues raised in these complaints (for example, disputes over second home classification, objections to second home premiums, requests for reclassification as sole or main residence, and so on).

Please include any copies of any complaints (with redactions made to ensure confidentiality is maintained).

Response

Hastings Borough Council do not keep records of normal requests of adjustments.

NOTICE OF REFUSAL

The information requested would require us to manually check over 2000 customer records. This would far exceed the time limit set out by the Information Commissioner. S12 of the Freedom of information Act 2000 provides an exemption from the obligation to comply with a request for information if the estimated costs of complying with that request would exceed the prescribed appropriate limit.

We estimate that the costs of complying with your request would exceed the appropriate limit by a significant amount.

For this reason we feel unable to comply with this part of your request.
