FOI request (FOIR-674724355)
Penalty Charge Notices
Requested Thu 02 January 2025
Responded Fri 07 February 2025I would like to ask how many traffic-related (both parking and moving traffic) Penalty Charge Notices (PCNs) have been overturned/refunded by your body each year for the last five. For 2024, I would appreciate data to the end of the year, as this is being sent on December 30th.
If this information is not available for moving traffic offences for the last five years, please provide the numbers for as long as the data is available.
Response
Please accept my apologies for the delay in responding.
Hastings Borough Council enforces off-street (car parks) parking only. East Sussex County Council enforces on-street parking, please visit their website for further information:

Hastings Borough Council does not hold data for moving traffic. The system archives closed cases older than 3 years. If full payment of a Penalty Charge Notice (PCN) is made, at any stage, it is reasoned the individual has accepted liability and the case is closed. Currently there is no legislation in place that allows an individual to pay and challenge the issue of a PCN.
Hastings Borough Council has not refunded a paid PCN within the last 3 years.
