Response
NOTICE OF REFUSALThe information requested in respect of Mass Graves is a very difficult request. Hastings Borough Council has over 45,000 graves, 30,000 or more are not held electronically therefore, are in manual indexes. Burials go back to 1856, and are in date order listed by first letter of the surname in an index, which then relates to a burial ledger, which then takes us to a grave register. To gather this information would require us to search each record manually taking 3 minutes per entry therefore would far exceed the time limit set out by the Information Commissioner therefore under S12 of the Freedom of information Act 2000 provides an exemption from the obligation to comply with a request for information if the estimated costs of complying with that request would exceed the prescribed appropriate limit. We estimate that the costs of complying with your request would exceed the appropriate limit by a significant amount. For this reason we feel unable to comply with this part of your request unless you can refine your request.
