Parking fees and overpayment

Responded Thu 17 October 20241. HBC sets the parking rate fees for their car parks. Is this correct?
2. Ticket issuing machines do not give change. Is this correct?
3. The rates are set at an optimum price point to maximise overpay (over-vend) income (for example, £1.95 per hour). Whereas tickets will not be issued for less than the posted price but will be issued for over the posted price (and no change given). Is this correct?
4. For accounting and HMRC purposes all monies collected from ticket vending machines are accurately counted and recorded. Is this correct?
5. For accounting and HMRC purposes the value of tickets dispensed at the time of cash collection is noted and recorded. Is this correct?
6. Given that the response to questions (4) and (5) should be yes, then any overpayment will be a known sum. Is this correct?
7. What were the over payments collected from HBC parking ticket vending machines for the years 2018, 2019, 2020, and 2021?
