Parking violation PCNs

Responded Fri 20 December 2024I am writing to make a request for all the information to which I am entitled under the The Freedom of Information Act 2002. Please may you provide me with the following information about PCNs issued for parking violations in the area which is enforced by your council.
As a time frame, I would like to know answers for questions 2-7 for the last three years as a priority [2021, 2022, 2023]. I do not have a preference whether these are sorted by calendar or financial year but please may you specify which is used in your response.
Please could you confine your answers to PCNs issued for parking violations rather than any other kind of driving/ speeding violation.
Please could you tell me:
- Please name the organisation which provides your parking enforcement
- services? (eg. NSL Ltd / APCOA) Has this organisation changed in the last ten years? If so, when and what was(/were) the previous organisation(s)?
- What was the total number of parking violation PCNs issued in your region during each of the years specified above? [2021, 2022, 2023]
- What was the total number of challenges/ representations* submitted against these PCNs during each of these years?
- How many of these challenges/ representations were successful each year?
- What was the total number of appeals submitted against these PCNs during each of these years?
- How many of these appeals were successful each year?
- What was the total amount of fines (in £) paid to the council for PCNs during each of these years? Please count the total amount paid and received by the council, not just the value of fines issued.
I would like the above information to be provided to me on a spreadsheet - ideally with the following format FOI Response format.

1. This service is in-house. Hastings Borough Council
2. No change.
3. The attached spreadsheet shows PCNs (Penalty Charge Notices) issued for off street (car parks) only. East Sussex County Council enforce on-street parking: www.eastsussex.gov.uk.
The figures provided are minus spoils, voids, test tickets and warning notices. The system archives closed cases older than 3 years.
April 2021 to March 2023: we are unable to provide information for a full year as the system archives cases older than 3 years.

4. We only hold this information on each of the case records. The attached spreadsheet shows the number of PCNs paid or cancelled/unpaid. It will take 5 minutes to go through each PCN record to see if they were challenged, or had submitted a formal representation, and the outcome of each.
NOTICE OF REFUSAL
The information requested in respect of challenges etc would require us to manually check each customer records, this would far exceed the time limit set out by the Information Commissioner therefore under S12 of the Freedom of information Act 2000 provides an exemption from the obligation to comply with a request for information if the estimated costs of complying with that request would exceed the prescribed appropriate limit.
We estimate that the costs of complying with your request would exceed the appropriate limit by a significant amount.
For this reason we feel unable to comply with this part of your request.
