      Affordable housing contribution usage

      Requested Wed 17 April 2024
      Responded Tue 30 April 2024

I would like the following information.

      1. I would like to know how much money the council has collected in affordable housing contributions under section 106 or community infrastructure levies in 2023, 2022, 2021, and 2020.

      2. I would like to know for the same years how much of the money was spent.

      3. I would also like a list of the projects that the money was spent on.

      Response

      1. Information is published by financial year (2019/20, 2020/21, 2021/22, and 2022/23).

Please refer to table C of the Infrastructure Funding Statements (IFS) available on our website at:

      https://www.hastings.gov.uk/planning/AnnualInfrastructureFundingStatement/

Information for financial year 2023/24 is not yet finalised and will be published in the IFS in December 2024.

      2. As confirmed in the IFS, no money was spent on affordable housing in the 2019/20 or 2022/23 monitoring years.

The IFS and addendums covering monitoring years 2020/21 and 2021/22 in Table E confirm Monetary contributions secured through Planning Obligations received, and spent in the relevant financial year. Appendix B, included from the 2021/22 document onwards, also confirms the spend on affordable housing in those years. It may require enlarging to view full details.

      3. Affordable housing contributions were spent on the Next Steps Accommodation Program (NSAP) and Rough Sleeping Accommodation Program (RSAP) in 2020/21 and 2021/22. 2023/24 details of spend on affordable housing are not yet confirmed; please refer to the IFS due to be published in December 2024. Please refer to appendix B of the 2022/23 IFS for details of the money held in the account which aims to be spent in 2023/24.
