Business Rates

Responded Thu 11 January 2024Under the Freedom of Information Act 2000, could you please provide me with the most up-to-date list of all business (non-residential) property rates data for your local authority that currently hold a credit on their account, including the following fields:
a. Addresses of all commercial properties.
b. The names and addresses of the ratepayer of the property referred to in (a) if they are not a sole trader or individual.
c. The amount by which the account is in credit.
d. The rating year the credit relates to.
e. The reason for the credit occurring.
Could you also please confirm the date that the data was generated from your system?

Please see attached, our response to your Freedom of Information request.
Please note that the Property Reference Number relates to the property, not the account number for the customer. This reference is available on the internet, for example the gov.uk website regarding a property's rateable value.
The figure in the 'outstanding debt' column is the credit amount.
We do not have a report with an option to pick up credits, so we have to select those with a debt less than zero to pick up all accounts in credit.
NOTICE OF REFUSAL
The information requested in respect of a reason for the credit would require us to manually check each customer record. This would far exceed the time limit set out by the Information Commissioner. S12 of the Freedom of information Act 2000 provides an exemption from the obligation to comply with a request for information if the estimated costs of complying with that request would exceed the prescribed appropriate limit.
We estimate that the costs of complying with your request would exceed the appropriate limit by a significant amount.
