Future development of site at 111, 113 and 115 West Hill Road

"Gambier House needs to be refurbished, as to demolish would undermine the current foundations, costing an unfeasible amount to start from scratch.
The old hospital can't be salvaged, however getting finance to demolish and build new is also complicated due to planning permission and the eroding cliff, aggravated further by being a small independent developer.
We have promised to network Luke with other community entrepreneurs trying to do a similar thing, and have successfully accessed funding for housing and regeneration."
1. Please advise what steps have been taken to signpost the developer to a source of funds to enable development works to be undertaken.
2. Please confirm any timescales/deadlines the developer has committed to, by which they will begin work.
3. Please advise whether the council is contractually empowered to reacquire the site/take the site back into council ownership if the developer cannot evidence available funds that will enable development of the site to begin in 2024.
