Nationally Described Space Standards

Responded Wed 05 April 2023Under the Freedom of Information Act, I would like to request the following information:1. Have you adopted the Nationally Described Space Standard in your local plans or planning guidance?• If so, please provide the date it was adopted.• If not, do you have any plans to adopt it, and if so, by when are you planning to adopt it?2. Do you use any alternative space standards in your local plans or planning guidance?• Please provide details of the space standard in use, including the origin such as HQI.3. If you are using space standards, do you have data on the rate of compliance for new dwellings for up to the last 10 years?I would like you to provide the information for questions 1 and 2 in an email, and question 3 in a spreadsheet, if available.

Please accept my apologies for the delay in responding.
Q1 - Local Plan Policy DM(f) which set out internal space for dwellings was adopted in September 2015. However in line with the Written Ministerial Statement which came in to effect on October 1st 2015 the Local Planning Authority began applying the Nationally Described Space Standards published in March 2015 re "From 1 October 2015: Existing Local Plan...policies relating to ...internal space should be interpreted by reference to the nearest equivalent new national technical standard.
Decision takers should only require compliance with the new national technical standards where there is a relevant current Local Plan policy. (source 1Written Ministerial Statement - The Rt Hon Eric Pickles March 2015 'Steps the government are taking to streamline the planning system, protect the environment, support economic growth and assist locally-led decision making'. A new Local Plan is in development. The Regulation 18 draft includes draft Policy DP2 which contains the 2015 national space standards.
