Please can you provide me with the following information in the form of a spreadsheet?

a. List all Commercial properties with their Rateable Values and addresses.

b. The names and addresses of the Rate payers referred to above for each property.

c. The full billing authority reference for each property (this is the property reference not the account number) and property description.

d. The current liability payable for the year.

e. The date the rateable occupier first became liable for the business rates.

f. If the property is empty, the date it became empty.

g. Please also state which hereditament is currently receiving 1. Charitable rate relief (mandatory rate relief) 2. Discretionary rate relief 3. Empty property rate relief 4. Listed building exemption 5. Retail Relief 6. Small Business Rate Relief 7. Any other relief.

Please accept my apologies for the delay in responding. The department that held the requested information has been dealing with all COVID-19 and government grants which has taken priority over day to day duties.

NOTICE OF REFUSAL

The information requested in respect of (d) the current liability payable for the year, would require us to manually check each customer's records. This would far exceed the time limit set out by the Information Commissioner. S12 of the Freedom of information Act 2000 provides an exemption from the obligation to comply with a request for information if the estimated costs of complying with that request would exceed the prescribed appropriate limit. We estimate that the costs of complying with your request would exceed the appropriate limit by a significant amount. For this reason we feel unable to comply with this request.

We are not able to provide (d) the current liability payable for the year, because this would take manual application of the amounts payable and would take in excess of 30 hours.

Please note that the Property Reference number relates to the property, not the account number for the customer. This reference is available on the internet, for example the gov.uk website regarding a property's rateable value.
