Credit balances

Please can you provide me with the following information under the Freedom Of Information Act 2000:

A list of all properties that have any credit balance on their business rates account.

Please include:

1. The account number

2. The account holder

3. The property address including postcode

4. Billing authority reference number

5. The current balance

6. Account start date

Please see attached spreadsheet: Please note the property reference number relates to the property, not the account number for the customer. This reference is available on the internet, at the gov.uk website, regarding a property's rateable value. The figure in the column that says 'outstanding debt' is the credit amount. We don't have a report with an option to pick up credits, so we have to put in debt with less than 0 to pick up all accounts in credit.
