What methodology is used to compile a Representor List -List of Neighbours? Specifically in regards to planning application HS/FA/20/00202

To whom it may concern,

I have recently objected to a planning application (HS/FA/20/00202) that I feel will be detrimental to the local area. I live in a property that is yards from the proposed site, but was not on the 'Representor List'. Due to the current COVID-19 crisis, I understand that the functions of local government are under an extraordinary strain, but I cannot understand the methodology used to compile a list of properties to be notified given that the current restrictions mean that the normal process of notices being distributed locally is not appropriate.

I would like to know:

1. Who decides which properties are notified?

2. What is the reasoning for this decision?

3. Why some properties have been excluded from the list?
