Domestic Minimum Energy Efficiency Standard (MEES) Regulations.

Responded Thu 16 April 2020I am writing to you under the Freedom of Information Act, regarding your authority's enforcement of the Domestic Minimum Energy Efficiency Standard (MEES) Regulations.
The rules set a minimum energy efficiency level for domestic private rented properties, and came into force on 1 April 2018.
I would like to know:
1. How many compliance notices your authority has issued to landlords for suspected non-compliance with the Domestic MEES
2. How many financial penalties your authority has issued to landlords for a confirmed breach of the Domestic MEES rules
3. The total value of the financial penalties issued by your authority under the Domestic MEES rules
Response
Our response to all questions is zero.
Hastings Borough Council has not done any such work of this nature. We are in the process of advising landlords about Domestic Minimum Energy Efficiency Standards (MEES) and have been doing so for a while. A targeted project was due to start in April but this has currently been put on hold due to COVID-19. The delegation of authority to enforce MEES is currently in the process of being passed from East Sussex County Council to Hastings Borough Council.
