Please confirm that statutory completion notices issued by your council are signed just as Planning permissions and building Regs completion certificates are signed as an indication that the notice has been issued by the council and not a third party contractor 

if the statutory completion notice is unsigned please state the reason for not signing it 

Completion Notices for Council and Non-Domestic Rates are signed by a Hastings Borough Council (HBC) staff member on behalf of the person with delegated authority within HBC. They are not signed by a third party contractor.
