Complete Non-Residential / Property Rates Data Q2/3

Please could you provide me with a complete and up-to-date list of all business (non-residential) property rates data for your local authority under the Freedom of Information Act of 2000, and subject to section 40(2) on personal data, including the following fields:
- Billing Authority Reference Code (linking the property to the VOA database reference)
- Firm's Trading Name (i.e. property occupant)
- Full Property Address (Number, Street, Postal Code, Town)
- Occupied / Vacant Status
- Date of Occupation / Vacancy
- Actual annual rates charged (in Pounds)If you are unable to provide the actual “Occupation / Vacancy” status, please provide the Exemptions and/or Reliefs that the property may be receiving. Please note that this data was last requested three months ago and this request is for an updated and current dataset.
Please provide this as machine-readable as either a CSV or Microsoft Excel file, preferably encoded in utf-8, capable of re-use, and under terms of the Open Government Licence.
Response
Please find attached our response to this FOI request in three spreadsheets: one is a full list of NDR properties, another for empty and another for exempt/vacant.
It is not possible to include the amount of charge in pounds because the figures would require manual application and it would exceed the time allowed and is therefore refused under Section 12 of the Freedom of Information Act. We estimate that the costs of complying with this part of your request would exceed the prescribed appropriate amount.
