Responded Tue 24 September 2019Can I please request a list detailing all current Rateable Hereditaments and which accounts are, and which are not, subject to some form rate relief (eg. Small Business Rate Relief (SBRR), charitable, empty relief, retail relief)? Please include the following columns where possible:

Property Description (e.g. offices, workshop etc.)
Correspondence Address (if different from Full Address)

Please find attached spreadsheets.
It is not possible to include the actual rates charged in £s. We do not hold a report to list the £s charged so would have to check each account manually. Similarly, we don't have a report to list the 2010 value so would have to add that manually. If we checked each account to include both items, at approx. 1 minute per account it would take around 60 hours therefore this is being refused under Section 12 of the Freedom of Information Act.
NOTICE OF REFUSAL
The information requested would require us to manually check data and has been estimated that this would far exceed the time limit set out by the Information Commissioner. S12 of the Freedom of information Act 2000 provides an exemption from the obligation to comply with a request for information if the estimated costs of complying with that request would exceed the prescribed appropriate limit.
We estimate that the costs of complying with your request would exceed the appropriate limit by a significant amount.
For this reason we feel unable to comply with this request.
