In terms of the Freedom of Information Act of 2000, and subject to section 40(2) on personal data, could you please provide me with a complete and up-to-date list of all business (non-residential) property rates data for your local authority, and including the following fields:

- Billing Authority Reference Code (linking the property to the VOA database reference) 

- Firm's Trading Name (i.e. property occupant) 

- Full Property Address (Number, Street, Postal Code, Town) 

- Occupied / Vacant 

- Date of Occupation / Vacancy 

- Actual annual rates charged (in Pounds)

If you are able, please provide the Exemptions and / or Reliefs that a particular property may be receiving.

Please provide this as either CSV or Microsoft Excel file, capable of re-use, and under terms of the Open Government Licence.

There are two spreadsheets; one has all of the Non-Domestic Rate addresses/occupiers on and the other shows all the reliefs currently awarded. Both spreadsheets include the property reference number. The relief codes are as follows: SBRE - small business rate relief SBRN - small business rate relief extension MAND - charitable mandatory relief CASC - community amateur sports club, mandatory relief REDI - retail discount SSB - supporting small businesses relief EPRI - empty property relief industrial EPRN - empty property relief non-industrial

NOTICE OF REFUSAL

The information requested in respect of the value of annual rates charged would require us to manually check 3,500 cases and  would far exceed the time limit set out by the Information Commissioner therefore under Section 12 of the Freedom of information Act 2000 provides an exemption from the obligation to comply with a request for information if the estimated costs of complying with that request would exceed the prescribed appropriate limit.

We estimate that the costs of complying with your request would exceed the appropriate limit by a significant amount.

For this reason we feel unable to comply with this request.
