Council tax on empty homes and second homes in 2009-2018

Responded Tue 11 June 2019I am a researcher in Economics at University College London.
For my research, I would need the council tax discount/premium on second homes, on homes empty for longer than 6 months and homes empty for longer than 2 years as a percentage of the standard council tax in your council from 2009 to 2018.

Could you please send me an excel file that replicates the template with the tax premium/discounts applied in your council?
Response
Second Homes:
2009 to 2012: 10% discount
2013 to 2018: no discount
Empty homes for 6 months or more:
2009 to 2012: 100% exemption for 6 months followed by 100% charge
2013 to 2016: 100% discount for 1 month followed by 100% charge
2017 and 2018: No discount, 100% charge
Empty Homes longer than 2 years:
2009 to 2012: No Premium
2013 to 2018: 50% Premium after 2 years empty (150% charge)
