FREEDOM OF INFORMATION REQUEST
I would like to know the budget for waste and recycling, street cleaning and beach cleaning services across Hastings Borough Council for the previous financial year - 2018/19.
I would like to know how much the contract with Kier for waste and recycling, street cleaning and beach cleaning services was worth in the financial year 2018/19. And the cost of this contract in 2019/20 with Biffa.
I would like to know what proportion of this contract was allocated to beach cleaning and what the requirements of the contract are that the contractor must fulfil.

Q1 - £2,679,740.
Q2 - Total contract value 2018/19 is circa £13m (whole partnership which includes Hastings, Eastbourne, Rother and Wealden).
Total Biffa contract value circa £14m (whole partnership which includes Hastings,Rother and Wealden, however Hastings street cleaning is not included within this figure, and Eastbourne will no longer part of the partnership)
Q3 - Cost allocated to 'undertake beach cleansing in accordance with the specification for 2018/19 is £107,030.93.
The Kier contract service specification requires Kier to; 29.1 The Contractor shall maintain the promenades and beaches listed in Appendix 14 as required by the Code of Practice for Litter and Refuse. Beaches are locally defined as type A (amenity beach) or type B (rural beach) and both types of location require cleaning activity to be included in the Routine Service plan.
29.2 The Partnership requires a different standard to the Code of Practice on Litter and Refuse in terms of the timing of the summer season. The summer season is locally defined as the period commencing seven days prior to Good Friday each year up to and including the first weekend in October each year, or as extended by the Authorised Officer. During this period the Grade B standard for litter should be maintained for all beaches (type A and type B) and the Contractor can expect visitors and tourists to have an impact upon street cleaning too.
29.3 Outside the locally defined summer season (as described in 33.2 above) Grade B standards of cleanliness must be maintained for type A beaches. These locations are all amenity beaches in locations that attract visitors throughout the year.
29.4 From time to time beach locations are subject to unusual occurrences involving items washed ashore. The Contractor should have access to trained and experienced Staff and equipment resources that are available as and when required to deal with the removal of large debris or to salvage and store materials if required.
29.5 Cetaceans (whales, dolphins, porpoises etc.) and other large animals found either dead or alive on a beach are to be reported to the Supervising Officer immediately. The Contractor shall deal with the removal and disposal of such creatures in conjunction with the Supervising Officer and other agencies and organisations as necessary (e.g. the Maritime and Coastguard Agency). The Contractor shall be reimbursed using Dayworks rates for such activities.
29.6 The Contractor is required to ensure that all gates, doors, locks and latches are properly secured after access (e.g., following access to promenades and beaches).
29.7 The Contractor is responsible for clearing accumulations of sand and shingle from promenades and other hard surfaces following high tides, strong wind and storms. In the event that large volumes of shingle are present then the Contractor shall advise the Supervising Officer immediately so that the appropriate actions can be taken. In the event that the sand or shingle requires cleansing prior to returning to the beach the Contractor shall undertake such cleansing.
29.8 The Contractor should be particularly aware of the health and safety risks presented by buried barbecues, broken glass and similar hazards when working on beaches.
