Council Tax not paid/delayed payment due to changing student status

Responded Mon 25 February 2019I would like to request some information under a freedom of information request. I seek to find out how many university students forget to pay council tax when their student status is over.
My question is below:
1. How many court summons have been issued to former students (within 3-6 months of changing student status) between January 1st 2018 - January 1st 2019 for refusal of paying council tax. Can this information be provided in a spreadsheet showing the court summons, the outstanding payment, and when it was paid.

NOTICE OF REFUSALThe information you have requested would require us to manually check 2688 accounts, each would have to be looked at to determine student status/Summons action ( 2688 x 3 minutes divided by 60 = 134 hours, this would exceed the time limit set out by the Information Commissioner therefore under S12 of the Freedom of information Act 2000 provides an exemption from the obligation to comply with a request for information if the estimated costs of complying with that request would exceed the prescribed appropriate limit.
We estimate that the costs of complying with your request would exceed the appropriate limit by a significant amount as above.
For this reason we feel unable to comply with this request.
