Stationary idling fines

Responded Thu 19 January 2017- Are Civil Enforcement Officers, or your equivalent, empowered to fine motorists for 'stationary idling' within your authority? The relevant pieces of legislation that grant councils this power: in England, section 7 of the Road Traffic (Vehicle Emissions) (Fixed Penalty) (England) Regulations 2002; in Scotland, section 7 of the Road Traffic (Vehicle Emissions) (Fixed Penalty) (Scotland) Regulations 2003; and in Wales, section 7 of the Road Traffic (Vehicle Emissions) (Fixed Penalty) (Wales) Regulations 2003.
- If you have answered 'yes' to question 1, please state how many Fixed Penalty Notices, or their equivalents, have been given to motorists for stationary idling in each of the following years: 2011/12, 2012/13, 2013/14, 2014/15, 2015/16 and in 2016/17 so far.
- If you have answered 'yes' to question 1, please state how much money has been collected in fines by your authority for stationary idling in each of the following years: 2011/12, 2012/13, 2013/14, 2014/15, 2015/16 and in 2016/17 so far.
