Under the Freedom of Information Act 2000 please can you provide me with the following?

A complete list of all commercial properties within your council including the billing authority reference number for each property, the rateable value of each property and the company name where possible.

Please also highlight who is in receipt of the following reliefs:

1. Small Business rates relief
2. Retail relief
3. Charitable relief
4. Mandatory
5. Exempt
6. Empty
