Can you please tell me who at the council is responsible for checking the health & safety competence, training certificates & insurances of contractors used within the council's frameworks?

Response

Hastings Borough Council is a relatively small urban district council and does not currently operate any framework agreements with building contractors. Where it procures contractors for term maintenance work or for on-off building projects, this information is requested at the pre-qualification questionnaire (PQQ) pass/fail stage of the procurement exercise managed by the East Sussex Procurement Hub based at Wealden District Council on our behalf. We also expect that contractors bidding for Council work appear on the Constructionline database, whereby their health and safety, and insurance credentials are also checked.
