Can one person hold multiple licences?

Hastings Borough Council have 9 such licences, please find attached a copy licence and set of conditions.
Stalker was defined in 1992 as "Small fish of low commercial value of the following species; Dabs, Pout, Whiting, Flounders, Gurnards, Robin Huss (spotted Dog Fish), Shad, Horse Mackerel (Scad), Pollack, Whiting, Black Sea Bream, Grey Mullet and any other species of fish traditionally landed on the beach at Hastings, but excluding Cod and Dover Sole.
Trading hours are included in the conditions attached.
The trader can employ another person on the stall but they should be 17yrs old or over.
The public can access the Blue Stade on foot. In theory one person can hold more than one such licence, but currently that does not occur.
We have no knowledge if they sell to the wholesale trade, if they sell from the stall the proper types of product they are complying.
